
These terms govern the administrative issuance, record status, custodial distinction, and institutional authority of works entered into record under the Origin and Record Authority (ORA).All works referenced herein are issued records. These terms apply without exception upon issuance.
1. SCOPE OF APPLICATIONThese terms apply exclusively to works formally issued and entered into record by the Office of the Origin Registrar (OOR), operating under the authority of the Origin and Record Authority (ORA).They do not apply to drafts, studies, preparatory material, or any non-issued output.
2. DEFINITION OF ISSUANCEIssuance is a registrarial act by which a completed work is formally entered into the Registry of Record (ROR).Issuance is final, singular, and non-revocable.A work does not exist administratively until issuance occurs.Authenticity is established solely through registration within the Registry of Record (ROR), supported by serial identification, Record of Issuance documentation, and corresponding institutional seals.
3. NATURE OF THE WORKEach issued work is an original, singular record executed by the designated executing agent under registrarial authority.No work is produced for decorative, illustrative, symbolic, expressive, or market-oriented purposes.No work is produced to satisfy demand, commission, preference, or external solicitation.
4. ORIGINALITY AND AUTHENTICITYAll issued works are executed directly by hand.No reproductions, facsimiles, delegated executions, or editioned variants exist.Authenticity is established solely through:• Serial registration
• Record of Issuance documentation
• Corresponding institutional seals and labelsNo external body, institution, intermediary, or market authority supersedes the Origin Registrar.4A. ISSUED RECORD — CONSTITUENT APPARATUSEach issued record is transferred with the following institutional apparatus:• A serialized archival portfolio case
• An original Record of Issuance (RoI) document
• An authentication hologram with optically secure seal
• A registrarial serial label affixed to the record or portfolio
• An official seal stamp applied to RoI documentationThese elements constitute the physical issuance structure of the record. They are integral components of administrative identity and verification, not accessories or packaging.
5. CUSTODY, RECORD, AND AUTHORITYCustody grants physical possession and the freedom to display, share, and live with the issued work.Custody does not confer authorship, registrarial authority, interpretive delegation, or institutional representation.The Origin Registrar retains authority solely over:• Issuance status
• Factual description
• Record integrityInterpretation, documentation, and non-commercial sharing are permitted.
Commercial reproduction requires prior written authorization from the Origin Registrar.Violation of these terms does not automatically void custody. The Registrar reserves the right to:• Declare custody status in administrative records
• Refuse future engagement
• Pursue legal remedy where applicableEnforcement remains at sole discretion of the Registrar.
6. REPRESENTATION AND MEDIATIONNo gallery, institution, writer, intermediary, or third party is authorized to speak on behalf of the work’s issuance, authority, or record unless explicitly designated in writing by the Origin Registrar.Speaking “on behalf of the work” includes:• Claiming to define official meaning or intent
• Representing oneself as authorized interpreter
• Defining the work’s significance authoritativelyAll interpretive, critical, or contextual engagements are individual perspectives and hold no institutional standing.
7. AUTHORITY, DISCRETION, AND REFUSALThe Origin Registrar retains sole discretion over issuance, engagement, and administrative recognition.Any inquiry, transfer, or engagement may be refused without explanation.Refusal establishes no precedent and requires no justification.
8. FINALITY AND IRREVOCABILITYOnce issued, a work is complete.No revision, correction, substitution, recall, or administrative intervention occurs post-issuance.The Registrar’s authority applies to record status only. Upon issuance, the work enters the world as a closed administrative fact.
9. AMENDMENTS AND EFFECTIVE DATEThese terms may be amended prospectively. No amendment alters the status or conditions of previously issued works.Effective: 1447 AH / 2026 CE
